the question of conditions of employment for locally

recruited subordinate staff is necessarily one

primarily for the local administration. From this

it follows that the procedure adopted here of a

Petition before the case has been laid before the

Governor, and discussed with his officers, is

inappropriate. Secondly, where there exists a

staff association with which negotiations can be

carried on, the Secretary of State would expect that

questions affecting conditions of employment should

be fully discussed with that body, and its co-operation

sought in arriving at a reasonable settlement,

before decisions are reached.

It would, I think, be well to mention this

second point as a hint to the Governor to deal with

any representative staff association before

resubmitting the matter to the Secretary of State.

I do not feel so sure as Mr. Gent does that he would

be likely to adopt such a procedure unless the

suggestion is made at least indirectly.
